    Common agenda or Europe's agenda? International protection, human rights and migration from the Horn of Africa

    This paper examines the relationship between international protection, human rights and migration in the context of EU Agenda on Migration which aims to ‘tackle migration upstream’ and reduce the number of arrivals to Europe from countries in the Horn of Africa (HoA) (Eritrea, Somalia, Ethiopia, South Sudan and Sudan). These initiatives are underpinned by assumptions about the factors driving migration from the region, including the idea that poverty rather than political oppression and human rights abuse is the principal cause. The paper draws on interview and survey data with 128 people originating from HoA countries and arriving in Europe between March 2011 and October 2016 to show that conflict, insecurity and human rights abuse in countries of origin and neighbouring countries drive decisions to move. This evidence challenges the premises underlying the European Agenda. Moreover, a lack of coherence between the EU’s ambitions to control irregular migration and the rights-violating States with which Europe seeks to engage threatens to create further political destabilisation which may ultimately increase, rather than decrease, outward migration from the region. Agreements between the EU and HoA should be re-centred to focus on compliance with international human rights standards rather than States’ willingness and to prevent irregular migration to Europe

    The politics of evidence-based policy in Europe’s ‘migration crisis’

    Significant increases in the number of refugees and other migrants arriving across the Mediterranean to Europe during 2015 were associated with an increased emphasis on gathering research evidence to enable policymakers to better understand the complexities of migration and improve the policy response. In the UK, the emphasis on evidence-based policy was reflected in funding by the Economic and Social Research Council for a Mediterranean Migration Research Programme. Drawing on the evidence gathered through this programme, the articles in the volume explore the nature of Europe’s ‘migration crisis’ and the extent to which the development of new migration management policies was grounded in evidence about the causes, drivers and consequences of migration to Europe. The authors conclude that there is a substantial ‘gap’ between the now significant body of evidence examining migration processes and European Union policy responses. This gap can be attributed to three main factors: the long-standing ‘paradigm war’ in social research between positivist, interpretivist and critical approaches which means that what counts as ‘evidence’ is contested; competing knowledge claims associated with research and other forms of evidence including the management data to construct and/or support particular policy narratives; and, perhaps most importantly, the political context within which migration policymaking takes place. The politics of policymaking, perhaps nowhere more evident than in the area of migration, has resulted in policies based on underlying assumptions and vested political interests rather than the evidence, even where this evidence has been funded directly by European governments

    Estimating the functional form for the density dependence from life history data

    Two contrasting approaches to the analysis of population dynamics are currently popular: demographic approaches where the associations between demographic rates and statistics summarizing the population dynamics are identified; and time series approaches where the associations between population dynamics, population density, and environmental covariates are investigated. In this paper, we develop an approach to combine these methods and apply it to detailed data from Soay sheep (Ovis aries). We examine how density dependence and climate contribute to fluctuations in population size via age- and sex-specific demographic rates, and how fluctuations in demographic structure influence population dynamics. Density dependence contributes most, followed by climatic variation, age structure fluctuations and interactions between density and climate. We then simplify the density-dependent, stochastic, age-structured demographic model and derive a new phenomenological time series which captures the dynamics better than previously selected functions. The simple method we develop has potential to provide substantial insight into the relative contributions of population and individual-level processes to the dynamics of populations in stochastic environments

    This paper classifies a class of holomorphic D-branes, closely related to framed torsion-free sheaves, on threefolds fibered in resolved ADE surfaces over a general curve C, in terms of representations with relations of a twisted Kronheimer--Nakajima-type quiver in the category Coh(C) of coherent sheaves on C. For the local Calabi--Yau case C\cong\A^1 and special choice of framing, one recovers the N=1 ADE quiver studied by Cachazo--Katz--Vafa.Comment: 13 pages, 2 figures, minor change

    We show that Auslander algebras have a unique tilting and cotilting module which is generated and cogenerated by a projective-injective; its endomorphism ring is called the projective quotient algebra. For any representation- nite algebra, we use the projective quotient algebra to construct desingularizations of quiver Grassmannians, orbit closures in representation varieties, and their desingularizations. This generalizes results of Cerulli Irelli, Feigin and Reineke

    The impact of low erythrocyte density in human blood on the fitness and energetic reserves of the African malaria vector Anopheles gambiae

    Background Anaemia is a common health problem in the developing world. This condition is characterized by a reduction in erythrocyte density, primarily from malnutrition and/or infectious diseases such as malaria. As red blood cells are the primary source of protein for haematophagous mosquitoes, any reduction could impede the ability of mosquito vectors to transmit malaria by influencing their fitness or that of the parasites they transmit. The aim of this study was to determine the impact of differences in the density of red blood cells in human blood on malaria vector (Anopheles gambiae sensu stricto) fitness. The hypotheses tested are that mosquito vector energetic reserves and fitness are negatively influenced by reductions in the red cell density of host human blood meals commensurate with those expected from severe anaemia. Methods Mosquitoes (An. gambiae s.s.) were offered blood meals of different packed cell volume(PCV) of human blood consistent with those arising from severe anaemia (15%) and normalPCV (50%). Associations between mosquito energetic reserves (lipid, glucose and glycogen)and fitness measures (reproduction and survival) and blood meal PCV were investigated. Results The amount of protein that malaria vectors acquired from blood feeding (indexed by haematin excretion) was significantly reduced at low blood PCV. However, mosquitoes feeding on blood of low PCV had the same oviposition rates as those feeding on blood of normal PCV, and showed an increase in egg production of around 15%. The long-term survival of An. gambiae s.s was reduced after feeding on low PCV blood, but PCV had no significant impact on the proportion of mosquitoes surviving through the minimal period required to develop and transmit malaria parasites (estimated as 14 days post-blood feeding). The impact of blood PCV on the energetic reserves of mosquitoes was relatively minor. Conclusions These results suggest that feeding on human hosts whose PCV has been depleted due to severe anaemia does not significantly reduce the fitness or transmission potential of malaria vectors, and indicates that mosquitoes may be able exploit resources for reproduction more efficiently from blood of low rather than normal PCV
